Six companies purchased the Terms of Reference for the granting of the two licences for the use of radio frequencies required to provide electronic communications services by means of broadband wireless access (BWA). The Terms of Reference were available for purchase until Monday, 15 December 2008.
The six companies interested in the procedure carried out by ANC are: Asesoft International, Comcore Management, Cosmote Romanian Mobile Telecommunications, Media Sat, RCS & RDS and Vodafone Romania.
“On 5 February 2009, i.e. the deadline for submitting the offers, we will know the companies most interested in these licences. Although ANC will check the operators’ compliance with the licence terms on 1 September 2010, at the earliest, I hope that Romanians could benefit from WiMax services by the end of 2009”, Liviu Nistoran, the ANC President, declared.
The offers will be opened on 6 February 2009, at the Authority’s headquarters, whereas the winners are to be designated by 9 March 2009. Complaints may be submitted from 10 to 16 March 2009.
The content of the Terms of Reference is available on the ANC website, too; however, only the offers of those who purchased the Terms of Reference will be accepted in the tender.
The submitted offers will be assessed upon the following criteria: financial capacity, commercial feasibility, specialisation and experience, technical feasibility and intended coverage.
