So far, ANCOM has allotted 11.29 million numbers in the 0Z=02 domain and more than 20 million numbers in the 0Z=03 domain for fixed telephone services, 50 million in the 0Z=07 domain for mobile telephone services, as well as more than 480,000 numbers in the 0Z=08 domain for various services, respectively more than 117,000 numbers in the 0Z=09 domain for Premium Rate services.
The entry into force of the new regulatory framework for numbering resources, in 2007, influenced the behaviour of the providers of publicly available telephone services making them reassess the need for resources, in close connection to the implemented services and to the current evolution trends. Some of these providers requested to partially or totally give up the numbering resources they were holding, while others especially requested certain types of resources in accordance with the new technologies in the market.
Following the entry into force of the new regulatory framework and the introduction of the tariff for the use of numbering resources, more than 12 million numbers were released and more than 3 million location independent numbers (a new category of numbers suitable for the provision of telephone services over the IP networks) were allotted.
Thus, on this date, as regards the fixed telephony, out of the 11,293,330 numbers in the 0Z=02 domain, 11,290,000 are geographic numbers allotted to 9 companies and the remaining 3,300 represent short numbers, allotted exclusively to Romtelecom. 87 companies requested and received numbering blocks for the provision of fixed telephone services in the 0Z=03 domain. Of all the 20,288,010 numbers allotted in this domain, more than 17 million are geographic numbers, 3 million are location-independent numbers (non-geographic) and 10 are short numbers.
Concerning mobile telephony, 50 million numbers have been allotted as follows: Cosmote – 10 million, Orange – 19 million, RCS & RDS – 2 million, Romtelecom – 1 million, Telemobil – 2 million, and Vodafone – 16 million.
Out of the numbers allotted for various services in the 0Z=08 domain, the freephone numbers and the numbers used for indirect access to services hold the largest share (30%), followed by the shared cost numbers (22%), by data transmission and Internet access numbers (13%) and by numbers for bursty traffic service (3%).
The last numbering licence was granted to RCS & RDS, which requested and received the right to use 10,000 location-independent numbers in the 0Z=03 domain for telephone services provided, mainly, at fixed locations.
