The Romanian Government approved, in yesterday’s session, the set up of the National Authority for Communciations (ANC), as a public institution and legal entity subordinated to the Government, financed exclusively from its own revenues, by reorganising the National regulatory Authority for Communications and Information Technology – which was dissolved –, and reorganising, by division, the Institute for Research and Development for Information Technology (ICI). This institution shall be organised and shall operate under the coordination of the Prime Minister.

The Authority shall have extend attributions, taking over the administration, at the national level, of the top level domain (TLD) “.ro” and of the second level domain (SLD) “.eu” concerning the domain names reserved for Romania. Thus, the regulator becomes the only administrator of the policies in the fields of electronic communications, postal services and information technology.

The ANC’s management shall be ensured by a president and two vice-presidents, appointed by the Prime-Minister for a 5-year period.

The new institution shall take over the budget, patrimony, number of positions and personnel of the former National Regulatory Authority for Communications and Information Technology, as well as the ICI’s specialised personnel.

Within 60 days from the entry into force of the Government Emergency Ordinance, the Government shall approve the Regulation on the organisation and operation of the National Communications Authority.
