The National Authority for Management and Regulation in Communications will host, on Tuesday, 30 March 2010, the regional think tank Digital Dividend – Challenges and Opportunities in the Region.

Most states will have replaced the current analogue broadcasting with digital broadcasting sometime between 2012 and 2015, a process which involves significant challenges of allocation and usage of the freed radio spectrum (digital dividend). Therefore, coordinated activities and interactions, at an international level, but mostly at a regional level, could prove highly relevant for the harmonised use of a scarce resource such as the radio spectrum.

The regional think tank initiated by ANCOM, consisting of three round tables, is aimed at identifying the main challenges of the digital switchover and of the allotment of the digital dividend, enhancing regional coordination and involving the main stakeholders – regulators, industry and equipment manufacturers – in planning the subsequent steps.

Thus, the first session, entitled “Digital Dividend – harmonising the use of a common scarce resource”, will assemble high representatives of the International Telecommunication Union and of the regulatory authorities of Bulgaria, Croatia, Greece, Hungary, Slovenia, FYR of Macedonia, the Republic of Moldova, Montenegro and the Republic of Serbia.

The second session brings together representatives of the operators active in several countries in the region and of consultancy firms in the field, in order to analyse the current market environment from a market perspective, so as to determine whether the stakeholders are prepared for using the vacated band. The sessions will be moderated by Mr. Ruprecht Niepold, Adviser with special responsibility for the future development of the spectrum policy, European Commission.

During the third session, the equipment manufacturers – Ericsson, Alcatel-Lucent Telecommunications, Huawei, Intel Corporation, Nokia Siemens Networks Romania – will aim at identifying the technological strategies at the height of digital dividend challenges.
