ANC launches for public consultation the draft decision on the terms for establishing communications with the National Unique System for Emergency Calls (SNUAU), as well as the steps required in view of ensuring caller location on the mobile public networks. This draft decision transposes into the national regulatory framework the measures regarding caller location agreed within the Working Group consisting of MCTI, STS, ANC, Romtelecom and the providers of mobile public networks, the technical and economic terms for the purpose of establishing communications towards the SNUAU, as well as for limiting prank calls to 112.

In view of ensuring the availability of caller location information in accordance with the requirements of the European Commission, new solutions for interconnection with the SNUAU need to be implemented at the national level, through the Romtelecom network. The draft decision establishes the rights and obligations of all the parties involved in routing calls to the emergency number 112. Moreover, the draft decision lays down the terms and format in which the providers shall make available, to the SNUAU administrator, the databases containing information on the location and identity of the callers to the single emergency number 112.

Given the tight deadline for implementing mobile caller location, the technical solution for interconnection agreed ensure the possibility of locating a mobile caller to 112 in the shortest time.

The first steps envisaged for limiting fake calls to 112 will consist of sending bulk short messages to the users who repeatedly made such calls to 112. Taking into account the fact that more than 90% of the prank calls are initiated from the mobile public telephone networks, these measures are mainly aimed at preventing this type of calls from the mobile networks. The respective subscribers will receive the following message: ”You abused the single number for emergency calls 112. You will suffer the legal consequences”.

The draft decision is available on the ANC website.
