Deloitte Consultanta SRL – Romania in association with Deloitte Business Consulting SA – Poland will provide ANC with the technical support necessary for enhancing its institutional capacity in the area of economic regulation. This project belongs to the programme PHARE RO 2006/018-147.03.18, which is part of the National Programme PHARE 2006 for Romania. The EUR 1,350,000 contract was assigned to Deloitte following an open tender organised by the Central Financial and Contracting Unit (CFCU) last year.
The objective of the project is to enhance the institutional capacity of ANC in the area of economic regulation by developing technical, economic and financial information systems and by providing the necessary training so as to enable the Romanian regulator to understand and improve the competitive and investment environment in all markets for services provided over the access network of the operator with significant market power.
The implementation of the project is expected to end in November 2009.
The project involves certain activities such as: the development of a cost model for Romtelecom’s access network, the review of Romtelecom’s cost model in order to ensure the accuracy and relevance of the information, the development of an optimised cost model and the model-based establishment of tariffs for the serviced provided over Romtelecom’s access network, the development of certain cash-flow economic-financial models in view of assessing the incentives to invest and innovate and training delivered to the ANC personnel.
During the first meting, in January, the representatives of ANC and Deloitte discussed the project schedule and the implementation methodology. Other work meetings are to be held between the two parties involved in the project in the next future.
