ANRCTI discussed today with the representatives of the communications industry on the Regulatory Strategy of the Romanian electronic communications sector until 2010. Representatives of ANRCTI and of TASC, the consulting company assisting the Authority in the strategy elaboration, presented to the participants to the launching event the project’s objectives, methodology and action plan, the ways in which the industry, the associations in the field as well as other public institutions can be involved in this project. Also, it was underlined that the results of the project are to be used in grounding the regulatory framework in the Romanian communications market until 2010.
This strategy shall contribute to the consolidation of business environment’s trust in the communications field, providing the market players and the potential investors with a high predictability of the regulatory activity. On its turn, ANRCTI shall benefit from a unitary operational system of strategic objectives, as well as from a set of principles, policies and instruments for monitoring the evolution of the markets and for pre-announcing and grounding the regulatory decisions.
“The fulfilment of the fundamental objectives of the regulatory activity, namely to promote competition, encourage investments and innovation and protect end-users’ rights and interests within the electronic communications sector – one of the most successful and dynamic sectors of the Romanian economy – triggers the necessity of a strategic approach at the level of the institution responsible for co-ordinating this activity. The strategic vision of ANRCTI must be based on strong economic principles and on an in-depth understanding over the mechanisms and tendencies of the market. As well, it must be sufficiently clear to be able to convey to investors coherent signals regarding the Authority’s intentions. Therefore, the overall objective of the regulatory strategy is the increase in transparency, predictability and efficiency of the regulatory framework in the Romanian electronic communications field. In order for this regulatory strategy to be relevant, applicable and useful, the participation of the representatives of communications industry, of associations in the field and of public institutions is essential in its elaboration”, Dan Georgescu, the President of ANRCTI, declared.
The regulatory strategy shall comprise a set of principles, policies and regulatory tools which shall transpose the fundamental objectives of the regulatory activity – promote competition, encourage effective investments in infrastructure and promote innovation, as well as protect end-users’ rights and interests.
