Yesterday, the Government of Romania approved the Emergency Ordinance regulating the spectrum reorganisation in the 3600 – 3800 MHz band, in view of providing for the implementation of BWA (Broadband Wireless Access) systems at a national level. According to this Emergency Ordinance, the National Regulatory Authority for Communications and Information Technology (ANRCTI) shall regulate the organisation of the comparative selection procedure of granting the licence for the use of the 36003657 MHz and 37003757 MHz radio frequencies.

Within 30 days from the entry into force of the Emergency Ordinance, the Government will decide the amount of the licence fee, whereas – within 60 days from the entry into force of the respective Government decision – ANRCTI shall adopt a decision on the organisation of the licence-granting procedure.

The 36003657 MHz and 37003757 MHz radio frequency bands are currently used by the National Radiocommunications Company (SNR), which shall free them, within 6 months from the entry into force of the Emergency Ordinance. In compliance with the Government Emergency Ordinance approved yesterday, ANRCTI shall amend the right of the National Radiocommunications Company to use the radio spectrum in the 3600-4200 MHz frequency band, i.e. restrict this right to the 3657-3700 MHz and 3757-4200 MHz radio frequency bands.

“By this ordinance, the Government has given ANRCTI the task of elaborating the strategy and the action plan for the implementation of BWA systems at a national level, in the 3410 – 3600 MHz and 3600 – 3800 MHz frequency bands. To this end, we will envisage creating optimum conditions for the implementation of the WiMax technology in Romania and, thus, achieve one of our most important strategic objectives for 2007 – 2010: promote the development of the broadband Internet access services, especially via multi-product platforms, such as IP, and maximise user benefits”, Mr. Dan Georgescu, the ANRCTI President, declared.
