Yesterday, 29 May 2009, the ANCOM President adopted and sent for publication in the Romanian Official Journal the Decision no.379/2009 amending the Decision of the National Regulatory Authority for Communications and Information Technology no.321/2008 on the allocation and use of national short numbers for European harmonised services.
This decision extends by six months the activation term for national short numbers for directory enquiry services within the 118(xyz) range, after ANCOM found that the process of obtaining the databases from the providers of publicly available electronic communications services had been delayed due to the lack of the practice and rules for attaining the subscribers’ agreement for transmitting their personal data to the providers of directory enquiry services.
Considering this problem, ANCOM and the National Authority for the Supervision of Personal Data Processing (ANSPDCP) have elaborated and published a series of clarifications and recommendations on the enforcement of the applicable legal provisions, so that the providers of publicly available electronic communications services and the providers of directory enquiry services should be thoroughly informed on the legal procedures to be fulfilled in order to ensure the observance of the subscribers’ rights as regards the processing of their personal data.
Following the recommendations the industry representatives sent during the public consultation on this draft decision, ANCOM decided to extend, until 28 November 2009, the deadline by which the providers of publicly available electronic communications services are enabled to use other numbers in the National Numbering Plan for the provision directory enquiry services or ancillary services. ANCOM deemed necessary to correlate this term with the activation term for the 118(xyz) numbers, which was valid for most of the holders of licences for the use of these numbering resources.
This decision will enter into force on the date of its publication in the Romanian Official Journal.
118(xyz) numbers are used at the European level for directory enquiry services. In Romania, the providers will be able to offer, through these numbers, both directory enquiry services and ancillary services, such as information on the subscribers’ field of activity or profession, or directory enquiry services in internationally spoken languages.
