Yesterday, the decision on the terms for establishing communications with the National Unique System for Emergency Calls (SNUAU), alongside a first set of steps against prank callers to 112, entered into force.
As soon as the Special Telecommunications Service, together with the operators and the authorities conclude protocols with the SNUAU and implement this system, those who initiate prank calls to 112 will be overwhelmed with SMS. This will happen within 30 days from the entry into force of this decision.
The ”SMS Assault” will last for three months. Then, ANC will evaluate its impact based on the statistics provided by the system operator and will decide whether the ”SMS Assault” continues or other abuse-limiting methods are adopted.
The decision also lays down the technical and economic terms for establishing communications to the SNUAU and the measures required in view of ensuring the availability of caller location and identification data.
This decision is aimed at completing the legal framework required in view of implementing the caller location solution agreed within the Working Group consisting of MCTI, STS, ANC, Romtelecom and mobile operators, so that resuming the infringement procedure the European Commission initiated for Romania’s breaking the European provisions regarding the operation of the single emergency number 112 could be avoided.
