ANRCTI launches the public consultation on the draft Decision of the President of the National Regulatory Authority for Communications and Information Technology on the allocation and use of technical resources.
The draft decision establishes the procedure for the allocation and use of technical resources currently required for the operation of public electronic communications networks sand for the provision of publicly available electronic communications services, such as: international signalling point codes (ISPC), national signalling point codes (NSPC), mobile network codes (MNC), network identity indicatives (IIR) and routing numbers (RN). These resources are used for identifying certain networks or network elements and enable the processing of signals sent in order to establish and maintain communication links.
The draft decision launched for public consultation today regards both the resources ANRCTI allocates at present (e.g. ISPC, NSPC) based on existing regulations, and other resources for the allocation of which there is no procedure in place (e.g. MNC, RN). For the resources in the first category, this decision aims to enhance the transparency of the allocation process, to clarify the usage conditions and to simplify the monitoring of resource usage. The providers are already using some of the resources for which no allocation procedure has been established. Thus, the relevant ministry has initially allocated mobile network codes (MNC) to the providers, and – subsequently – ANRCTI granted provisional rights of use for certain MNC to the new providers holding licences for IMT-2000 (3G) public mobile networks, as no specific regulation governed this issue. ANRCTI allocated also network identity indicatives (IIR), on a temporary basis.
The draft decision regulates the use of routing numbers, which are required for the implementation of number portability.
The right of using the technical resources envisaged by this draft decision shall be granted by decision of the ANRCTI President, issued within 3 weeks from the date of transmitting a request for the right of using the technical resources, excepting the international signalling point codes (managed by ITU), which are granted within 30 days from the date of transmitting a request.
The draft decision provides an integrated procedure for the allocation, use and monitoring of all the categories of technical resources envisaged, ensuring compliance with the principles of non-discrimination, transparency and objectivity.
The draft Decision of the President of the National Regulatory Authority for Communications and Information Technology on the allocation and use of technical resources is available on the ANRCTI website.
