“We are prepared to ensure the additional financing of the 112 system as soon as the Government approves the draft law in this regard. All parties involved in its optimum functioning make all the efforts in order to solve this issue, especially since the European Commission has already drawn our attention on certain aspects in this regard”, Dan Georgescu, the President of ANRCTI, declared today in the seminar “112 – Saves your life”, held at the Parliament Palace, upon the initiative of the Europarliamentary Adina Valean.

The current manner for financing this system does not meet anymore the existing needs, more since it requires certain modifications meant to ensure the possibility to locate the calling party.

The Government Emergency Ordinance no.70/2006 on the amendment and completion of certain normative acts in the fields of electronic communications and of postal services, entered into force in October 2006, imposed on the providers of public telephone networks the obligation to provide to the Unique Emergency Number System (SNUAU) information on the location of the calling party for all emergency calls to the unique emergency number 112, to the extent this is technically possible.

The provisions related to the location of the calling party were introduced in the abovementioned normative act in order to ensure the full alignment of the national legislation with the acquis communautaire in this regard, whereas the European Commission closely monitors their observance. In 2007, the Commission started the infringement procedure on five Member States – Italy, Lithuania, Netherlands, Portugal and Slovakia – because they did not install systems for locating the calls initiated to the unique emergency call number 112.
