The National Authority for Management and Regulation in Communications, by means of its territorial departments of Bucharest, Cluj and Timisoara, organises the ordinary examination session in view of achieving the radio amateur certificate (25 – 28 April 2009), as well as an examination session in view of achieving the certificate of radio operator in the mobile terrestrial service (16 April – 5 May 2009).

The exams for the radio amateur certificate will be taken as follows: on 25 April in Cluj, 29 April in Bucharest and on 28 April in Timisoara. The examination sessions for the certificates of radio operator in the mobile terrestrial service will be taken as follows: on 16 April in Cluj, on 27 and 28 April in Bucharest and on 5 and 6 May in Timisoara. In order to participate in the exam, the candidates wishing to achieve the radio amateur certificate must be aware of the domestic and international regulations in the field, such as the Radiocommunications Regulation for amateur service in Romania and the relevant sections of the Radiocommunications Regulation issued by the International Telecommunication Union (ITU), as well as of the electronics and radio engineering notions and technical rules on work safety. They must also have knowledge on the operating procedures of radiocommunications stations. During the examination, candidates will take a practical exam, as well, in order to prove their knowledge on radiocommunications traffic rules. In order to obtain the certificate, the candidates must achieve the norm provided for each examination in the Regulation.

As regards the certificate of radio operator in the mobile terrestrial service, the candidates must be aware of the domestic and international regulations in the field, such as the Regulation for the personnel operating radiocommunications stations in Romania and the relevant sections of the Radiocommunications Regulation issued by the International Telecommunication Union (ITU). During the examination, candidates will also take a practical exam, in order to prove their knowledge on radiocommunications traffic rules. In order to obtain the certificate, the candidates must achieve the norm provided for each examination in the Regulation.

Radiocommunications in the mobile terrestrial service include all types of civil radiocommunications which are operated in the radio frequencies bands for non-governmental use or for governmental/non-governmental shared use. The specific users of the mobile terrestrial radiocommunications networks for private use are both small entrepreneurs and large companies whose activities in various economy areas require self-supplied radio communications: industry, manufacture, transport and distribution of public utilities, at the national level, transports, constructions and public works, agriculture, forestry, security and protection of life and private property, public protection, public health, local administration services etc.

In Romania there are more than 4,000 radio amateurs authorised by ANCOM, and their number is growing. As regards the radio operators in the mobile terrestrial service, their number exceeds 21,000.
