Today, September 8, 2008, ANRCTI designated Romtelecom as the winner of the tender for the new mobile communications licence in the 410-415/420-425 MHz frequency bands.
Out of the 10 companies that bought the terms of reference, four elaborated and submitted offers. The offer of S.C. NETPOINT S.R.L. has not qualified because the tenderer has not submitted all the documents under the form required in the terms of reference. The three assessed offers obtained the following score:

In order to assess the financial capacity the tender commission analysed, among other, the turnover and the profit rate during 2005-2007, the financial availability for investments in the network roll-out and operation, as well as the total amount invested in the network roll-out and operation. As regards the commercial feasibility, the date of the commercial launch of all the compulsory services, the marketing plan and the risk management were taken into consideration. The specialisation and the experience were assessed in relation to the experience in operating public electronic communications networks and in providing electronic communications services.
The technical feasibility quantified in the optional services proposed and in the number of base stations installed, whereas the coverage was determined by the surface and by the number of kilometres of national and county roads the tenderers committed to cover during each phase.
The winner shall receive the licence for the use of the 410-415/420-425 MHz frequency bands only after paying to the state budget the licence fee which amounts to EUR 1,077,228.
ANRCTI shall assess the compliance with the provisions under the licence as follows: on December 31, 2010, respectively on June 30, 2012 and on December 31, 2013, during the two network roll-out phases.
“Since the granting of this licence raised numerous controversies, ANRCTI shall control very carefully the observance of the conditions and obligations under the licence. We expect this licence to enhance the accessibility of the electronic communications services in the rural areas, as the respective technology enables the efficient coverage of these areas,” Liviu Nistoran, the President of ANRCTI, declared.
At present, in Romania, there are five active mobile telephony operators. At the end of 2007, they held together 22.9 million users and a EUR 2.95 billion cumulated turnover.
