In order to account for indicators regarding the new technologies and services on the market and to obtain a clearer outline of the trends in the electronic communications markets of Romania, ANRC has launched today, for public consultation, the draft decision on amending and completing the decision on reporting certain statistical data by the providers of electronic communications networks and services. The amendments envisaged by the draft decision refer to the reported indicators, the reporting terms and to the frequency of these reports.
Concerning fixed telephony, the project proposes separated reporting items regarding the subscribers and – respectively – the corresponding access lines. The traffic volume through third parties’ access networks will detail each access mode, for example the traffic volume by means of the carrier selection or pre-selection procedure, of virtual or prepaid cards, or of the unbundled access to the local loop.
As for mobile telephony, the draft decision provides new indicators regarding the new technologies used (3G, EV-DO), as well as the obligation to distinctly report the number of subscribers and the number of corresponding active SIM cards.
The usage rate of Internet access services shall be highlighted, according to the draft decision, by means of the subscriber number, of the number of connections contracted by them, as well as of the traffic volume registered at the end-users’ level.
This draft decision proposes amendments on the frequency of the reports regarding the statistical financial data and the personnel data. These data shall be reported on an annual basis (not half-yearly, as currently in practice), within 90 days from the date of closing the respective financial year.
The first statistical data to be reported this year, according to the new regulations under public consultation, shall focus on the market indicators specified in Annexes 2-10 to the decision, for the period January 1 – 30 June, 2006, and shall observe the deadline of July 31, 2006.
The draft decision is available on the ANRC website. All interested persons are invited to send their comments and suggestions by March 10th, 2006. January 31, 2006, was the deadline by which the providers of electronic communications networks and services had the obligation to report ANRC the statistical data for the second half of 2005.
By January 31, 2006, 1736 providers (80% of the 2151 providers having the obligation to report statistical data regarding their activity of providing electronic communications networks and services) transmitted ANRC the values of the indicators stipulated in Annexes 2-10 of Decision no. 1332/2003. According to the rate of providers who reported statistical data, the north-eastern region of Romania ranks first (93%), followed by the north-western (90%) and by the south-eastern (87%) regions of the country. 78% of the providers in the south-western region of Romania and only 60% of the providers in Bucharest and Ilfov reported the statistical data on time.
Upon receiving, checking and processing the statistical data required in Annexes 2-10, reported by the providers who have this obligation, ANRC is to elaborate and publish the report regarding the market of electronic communications at the end of 2005, which is due to be published by mid-2006.
In 2006, the financial statistical data and the personnel data for 2005 shall be reported by all the providers of electronic communications networks and services, within 30 days from the expiry of the deadline for submitting the annual financial statements to the territorial units of the Ministry of Public Finance, according to Decision no.1332/2003.
