Today, August 9, 2006, ANRC submits to public consultation the draft decision on revising the Reference Interconnection Offer (RIO), an initiative aimed at increasing the efficiency of the interconnection between the network of Romtelecom and the networks of the alternative providers, as well as at fostering communication between the subscribers of different networks.

According to the draft decision, the new reference offer Romtelecom is to present to the companies requesting interconnection comprises information on all tariffs this company may charge to the companies interconnected with its networks and also provides clarifications as regards the tariffs for the interconnection links in case of remote interconnection and co-location.

Moreover, ANRC proposes new provisions regarding Romtelecom’s obligation to provide for the access of other operators to all types of leased lines-terminal segments by means of which Romtelecom offers its own data transmission or Internet access services on the retail market. In order to prevent the occurrence of certain cases of discrimination where, for example, Romtelecom would have access to the leased lines-terminal segments under more advantageous conditions than those offered to its competitors, Romtelecom was imposed the obligation to provide to these operators the leased lines-terminal segments service under all possible configurations and using all technologies this company already provides on the retail market or uses as a support for the provision of the own services.

The draft decision is available for consultation on the ANRC website. All interested persons are invited to send their suggestions and comments no later than September 10, 2006. Suggestions and comments may be submitted by mail, to the ANRC headquarters (14 Libertatii Blvd., 5th District, Bucharest), directly to the ANRC registration office, or to the closest territorial office of ANRC, by fax to +40 21 307 54 02, or by e-mail to consultare@anrc.ro.

During February 2003, following the designation of S.C. Romtelecom S.A. as an operator with significant power on the market of access to the public fixed telephony networks for the purpose of call origination, termination and transit as well as on the market of leased lines-terminal segments services, the company published on its website the Reference Interconnection Offer (RIO). This document comprises the minimum set of services of interconnection with the public fixed telephony network as well as the conditions for providing the respective services to the alternative operators, including the conditions regarding tariffs.

RIO is to be revised each time the mechanism for concluding and amending the interconnection agreements no longer fully reflects the market features or when certain malfunctions are encountered during the interconnection process.
