ANCOM has launched for consultation the draft decision on the approval of the National Table of Frequency Band Allocations (NTFA). The NTFA is an essential spectrum management tool that is based on international regulations. Technological progress and innovative advances in this very dynamic field of electronic communications drive to the constant need to review and update these regulations, which also imply permanently adjusting the NTFA.

Proposed changes

The draft decision has been launched for public consultation with the aim of approving the NTFA under the normative act regulating the field of electronic communications, i.e. Government Emergency Ordinance no. 111/2011 on electronic communications, with subsequent amendments and completions. The draft decision is also aimed at implementing international and European technical regulations.

In drafting the amendments to the NTFA, ANCOM took into account the provisions in force of the 2020 edition of the ITU Radio Regulations – which includes the decisions of the last World Radiocommunication Conference (held in 2019) -, the decisions of the European Commission (EC/EU) and of the European Conference of Post and Telecommunications Administrations (CEPT/ECC) as regards the harmonised technical conditions concerning the use of frequency bands for different radio systems and applications and the CEPT/ECC recommendations that were issued after the adoption of the NTFA in force, as well as ERC Report 25 — European Common Table of frequency allocations and applications in the frequency range 8.3 kHz to 3000 GHz (ECA Table), which was updated on 10 March 2023.

Thus, in accordance with the relevant international and European regulations issued since the last revision of the NTFA, the changes in the table concern several frequency bands.

For example, in the 5925-6425 MHz frequency band, two regulations were introduced: Commission Implementing Decision (EU) 2021/1067 of 17 June 2021 on the harmonised use of radio spectrum in the 5945-6425 MHz frequency band for the implementation of wireless access systems including radio local area networks (WAS/RLANs), and Decision ECC/DEC/(20)01 ECC Decision of 20 November 2020 on the harmonised use of the frequency band 5945-6425 MHz for Wireless Access Systems including Radio Local Area Networks (WAS/RLAN) – the column Possible applications being correspondingly updated by the introduction of WAS/RLAN.

The NTFA will be approved by ANCOM president’s Decision, upon the endorsement of the Interdepartmental Commission for Radiocommunications.
