ANCOM has launched today, for public consultation, a draft decision for reviewing the Management Plan of the Local Loop and Sub-Loop Frequency Spectrum with a view to introducing in this Plan the VDSL2 transmission technology and to removing the outdated ADSL.FDD over ISDN and ADSL2+ over ISDN technologies.
The management plan of the frequency spectrum must be included by Romtelecom in their reference offer for the unbundled access to the local loop, since the operator has been designated as a provider with significant power in the market for the services of access to infrastructure elements.
Taking into account the fact that the VDSL2 technology is currently in process of being massively deployed in the Romtelecom network and implemented in several European countries, ANCOM deems necessary to review the Management Plan, so that the other providers of electronic communications who wish to offer their own services over the local loop made available by Romtelecom could use this technology.
VDSL2 is a DSL – Digital Subscriber Line broadband transmission technology, designed for providing triple play services to the end-users (digital television, internet access, telephony), by means of the telephone lines owned by the electronic communications service operators. Compared to the ADSL2 technologies and especially to the ADSL2+, which can ensure rates up to 20 Mbps, the VDSL2 technology may ensure higher data rates, of up to 100 Mbps and above, thus becoming a technology able to ensure the support for the provision of new services with high data rate requirements (e.g. video streaming HD, video on demand, HDTV, HD online games).
Within 10 days since the entry into force of this decision, Romtelecom will have the obligation to review its reference offer for the unbundled access to the local loop, with a view to including the amendments or completions to the Management Plan.
The draft decision for reviewing the management plan of the local loop and sub-loop frequency spectrum is available on the ANCOM website, in Romanian, here. The interested persons are invited to send their comments and suggestions, by xx October 2013, to the ANCOM headquarters (2 Delea Noua Street, Bucharest 3), directly to the ANCOM Registry Office or by the ANCOM regional divisions.
