The National Regulatory Authority for Communications makes public, through its web page, the detailed management plan for the 2nd, 3rd and 4th quarters of 2003.

The programme is a calendar of the economic and technical regulations which shall be put forth for consultation and shall be adopted by the Authority until the end of 2003. Thus, ANRC offers the companies within the electronic communications and postal services sector a precise image of its priorities for the current year, allowing them to correlate their business plans to the evolution of the regulatory framework. Furthermore ANRC presents a set of programmes and activities without normative character, meant to lead to the improvement of the market environment and to a better consumer protection.

During the second quarter of 2003, the National Regulatory Authority for Communications intends to finalise the identification of the wholesale markets within the electronic communications sector, to initiate the process of identifying the retail markets, as well as to identify the providers with significant market power. During the same period ANRC shall elaborate the Decision regarding the principles and prerequisites of the reference offer for the local loop unbundling and for the leased lines interconnection. Also, during the following months ANRC will establish the principles and the methodology for separate accounting as well as for the cost-oriented tariffs, applicable to the provider designated as having significant market power on the market of access to public fixed telephony networks. Also, ANRC shall start to implement the provisions of the Law on universal service and the rights of the users regarding the electronic communications networks and services.
