The National Regulatory Authority for Communications (ANRC) granted licenses for the use of numbering resources to S.C. Romtelecom S.A. and Societatea Nationala de Radiocomunicatii S.A (SNR), for the provision of telephony services by public fixed networks and by prepaid cards, as well as for the provision of other telephony services.

For the provision of telephony services by the means of the public fixed network, S.C. Romtelecom S.A. was allotted 12,130,000 numbers, distributed as follows: 226 blocks of 10,000 numbers each for the city Bucharest and Ilfov County and 987 blocks of 10,000 numbers each for the rest of the counties. For the same service, Romtelecom was granted short numbers – three or four digit long – for Bucharest and 3 digit short numbers for each county.

For other telephony services, Romtelecom was granted 100,000 0800 8x xxxx green numbers (where x stands for any digit between 0 and 9), 100,000 0801 0x xxxx universal access numbers, 20.000 0805 80 xxxx and 0805 88 xxxx televoting numbers, 20,000 0808 0x xxxx and 0808 1x xxxx numbers for prepaid card services, 40,000 0870 00 xxxx, 0870 10 xxxx, 0870 11 xxx and 0870 21 xxxx Internet and data networks access numbers, and 110,000 0900 90 xxxx and 0898 9x xxxx special tariff service numbers (the 0898 9x xxxx numbers will be used only until the end of 2003). The carrier indicative of Romtelecom will be 1010.

Societatea Nationala de Radiocomunicatii S.A. was allotted 500,000 numbers in the 0Z = 03 domain for the telephony services supplied by the means of a public fixed network, of which 100,000 for Bucharest and 10,000 numbers for each of the counties of Romania. In addition, SNR got the 1,000 number block 0808 850 xxx, for prepaid card services, and the individual carrier selection indicative1011.

The Numbering licenses are granted by The National Regulatory Authority for Communications for a 10 years span, and the requested numbering resources are obtained free of charge. After licensing, the companies must announce the users about the allotted numbering resources by including this information in the public subscribers registers.
