At the end of March, the National Regulatory Authority for Communications (ANRC) completed its operational team by filling the vacancies existent in the territorial offices. At present, all 47 ANRC territorial offices started their activity, covering all the counties of the country and the 6 sectors of Bucharest. In every territorial office, ANRC is represented by an inspector and an expert, who fulfil the Authority’s attributions al local level.
The territorial offices ensure the institution’s capacity to monitor “on the field” the activity of the electronic communications services and networks providers and operators, and the possibility to obtain data on the markets evolution. „ We have thus the possibility to realize a decentralization, which will allow the decongestion of the activity and the increase in the efficiency of the Authority by accomplishing more objectives in a shorter period of time, but also to approach the realities within the territory with realism, based on the detailed data and the situations specific to each area, direct contact with the operators and providers of networks and services, offering direct consultancy on matters related to the general authorization and the reports required by the Authority,” explained the ANRC President, Ion Smeeianu.
According to their attributions, the ANRC representatives take over and send to the Headquarters all the documents necessary for authorizing the providers of electronic communications networks and services and postal services, granting, at request, direct consultancy to the representatives of the companies, updates periodically the information on the authorizations and licenses and keeps permanent track of the services and tariffs offered by the providers. Moreover, the ANRC inspectors and experts from the territory supervise and control the observance of the obligations the providers of electronic communications services and networks and postal services have according to the general authorizations and licenses they hold, point out the cases where the legislation in the sector is not observed and run programmed or unannounced check-ups. The data on the providers and the tariffs they charge, as well as the results of the check-ups conducted in the territory are transmitted regularly to the Headquarters. Due to this continuous flow of information, the ANRC specialists have the possibility to know in every moment the real status of the communications market al national level. Last but not least, the territorial offices take over comments and petitions.
„The territorial offices represent an essential element for the ANRC activity, as they are the interface between the institution and its partners within the territory– providers, operators, consumers, other public authorities. Our representatives inform the partners in the country on the measures adopted by ANRC and receive from them the data necessary for the development of the Authority’s regulatory activity. And their ensuring the monitoring and control of the telecommunications market in the territory offers the specialists from the Headquarters a realistic image of the market” declared Ion Smeeianu, President of ANRC.
