Today, August 29 2003, The National Regulatory Authority for Communications (ANRC) published on its website a document entitled Public consultation on the on the objectives of the market studies to be carried out by ANRC for the identification of the specific relevant telecom retail markets.

In order to establish the degree of regulation required by the electronic communications retail markets, ANRC initiated the electronic communications relevant specific retail markets identification process by launching The preliminary public consultation regarding the identificatin of the electronic communications retail markets. The following step consists of conducting qualitative and quantitative market studies within the end users. The document published today submits to public consultation the objectives of the market studies to be reached. The purpose of the consultation is to determine the estent to which the objectives of these studies are appropriate to the identification of electronic communications relevant specific retail markets.

Through these market studies ANRC inteds to obtain certain information that allow the setting out the geographic and substuibility borders of the relevant retail markets, the evaluation of the markets capacity to function based on competitional mechanisms, the identification of the possible obstacles faced by the establishment of a concurentional environment on the retail market.

The market analyses proposed by ANRC will measure the parameters as follows: the impact of the mobile telephony on the usage of fixed telephony, monthly average expenditure with the different types of electronic communication services, the behaviour of the users in case of fixed telephony alternative providers enter the market, the number of prepaid cards users and their satisfaction degree, the degree of satisfaction of the users as regards the fixed telephony services and dial-up ISDN Internet access services as well as the extent to which they are willing to buy services which use new technologies.

In order to obtain complete and accurate information which reflect the Romanian electronic communications market reality, the market studies will be conducted within the end users, legal and natural persons, and electronic communications networks and services providers.

ANRC wishes to involve actively in the process of establishing the retail specific relevant markets and their analysis, in the analysis of the electronic communications networks and services providers and other interested persons. They are invited to send comments and information relevant for setting the definitive targets of the proposed by mail, to the headquarters’ address (14 Libertatii Blvd, sector 5, Bucharest), either directly to the ANRC registration desk or to the ANRC territorial office of the county the interested party lives. The document may be consulted online on ANRC Internet page. The public consultation ends on September 15, 2003.

At the end of the public consultation period, ANRC will organize a meeting with the providers of electronic communications networks or services and with other interested persons, in order to discuss the issues raised during the public consultation regarding the objectives of the market studies that are to be conducted in order to identify the electronic communications relevant specific retail markets.
