The National Regulatory Authority for Communications (ANRC) issued a license for the use of numbering resources to the company S.C. Atlantic Telecom S.R.L. and extended the numbering resources granted to the companies S.C. Romania Data Systems S.A., S.C. Magic Telecom S.R.L.

S.C. Atlantic Telecom S.R.L. was granted the right to use 410,000 numbers of the domain 0Z=03 for the provision of fixed telephony services at a national level. The company was also granted 4000 numbers of the domain 0Z=08 for data and Internet access services and for services provided by means of green numbers, virtual cards and pre-paid cards. As well, the company shall use the 1048 indicatives for selecting two-step carriers and 1648 for selecting one-step carriers.

The companies S.C. Romania Data Systems S.A. and S.C. Magic Telecom S.R.L. were granted a block of 1000 numbers each, apart from the previously granted numbering resources, for the provision of voice services by means of virtual cards (OZ=08 domain).

For services provided by means of pre-paid cards (0ZAB=0808), the users purchase such cards from specialized dealers and use the PIN code inscribed on the card in order to access the service and use the pre-paid value. Upon the exhaustion of the pre-paid amount, the user must go to a specialized dealer and buy a new card, getting a new PIN code. Unlike these cards, virtual cards may be re-charged, so they allow for the long term use of the same PIN code. Virtual phone cards may be purchased via a website operated by the service provider, and the payment can be performed by electronic means (credit cards). The buyer eventually receives a PIN code which may be used from any phone terminal.

So far, 53 companies authorised to provide telephony services were granted numbering resources by ANRC. The numbering resources allotted so far represent approximately 40 million terminal numbers.
