ANCOM submitted to the attention of the representatives of the electronic communications market the principles, terms and procedure related to the award of the rights to use the spectrum in the 2500 – 2690 MHz and 790 – 862 MHz frequency bands. These aspects will ground the elaboration of the strategy on the introduction of broadband mobile communications in these bands. As well, within today’s Consultative Council, ANCOM adopted the decision on the Philatelic Issuance Plan, the issuance, printing, circulation, withdrawal and trading conditions for the postage stamps and postal stationeries.

ANCOM took the first step in establishing the strategy on the introduction of broadband mobile communications in the 2500-2690 MHz and 790-862 MHz frequency bands, submitting to public consultation the principles and terms related to the award of the rights to use the spectrum in these bands.
The Authority expects that the industry’s representatives express their opinions on the type of procedure suitable for awarding these bands, on the timing of these bands’ allocation, on the technologies the operators find interesting, as well as on the restrictions to be imposed by ANCOM with regard to the maximum amount of spectrum an operator can obtain.
Considering that the broadband mobile communications services are provided also in the 900, 1800 and 2100 MHz bands, one of the objectives under this strategy is to ensure equitable spectrum portfolios for all the operators holding usage rights in the frequency bands intended for the provision of broadband communications networks and services (already allotted or to be allotted).
The strategy on the introduction of broadband mobile communications in the 2500-2690 MHz and 790-862 MHz frequency bands will be developed based on the industry’s proposals and responses which may be sent to ANCOM until 31 March 2011. ANCOM estimates that the rights to use the spectrum in the aforementioned two bands will be granted in 2012, and the operators will be able to effectively exercise their rights from 1 January 2013, at the latest.
Within the same Consultative Council, ANCOM adopted the decision on the Philatelic Issuance Plan, the issuance, printing, circulation, withdrawal and trading conditions for the postage stamps and postal stationeries. Following the comments received during the consultation period, ANCOM made a series of completions and amendments, the term by which Romfilatelia is to establish and submit to ANCOM’s approval the Philatelic Issuance Plan for the following year being set for 15 September. Upon approval, Romfilatelia will publish the Plan on its own website and will be able to amend or bring additions to it only under thoroughly justified, exceptional circumstances and upon the approval of ANCOM.
As well, ANCOM removed from the decision the nominal values of the stamps comprising the philatelic issuance and decided to reduce the term regarding the marking of historical events on the philatelic issuances from 25 to 5 years. In exceptional cases, the Authority will approve issuances in whose case certain rules referring to the selection of theme, subjects or reasons would not be compulsory, but which, due to their nature, have a special importance to the development of the philatelic field and to Romania’s global image.
Furthermore, as a result of the request for comments from the industry on the methodology and principles for the cost calculation of the call termination services, the respondents’ contributions were analysed and the essential elements of the methodology and principles to be used by ANCOM were presented.
