Tuesday, December 28, 2004, the National Regulatory Authority for Communications launched the public consultation on the ANRC 2005 Action Plan. Thus, ANRC aims to inform the industry, under transparency and predictability conditions, on the Authority’s activity and on the evolution of the regulatory frame in the next 12 months.
In 2005, ANRC will monitor the relevant specific retail markets and will impose certain obligations on the providers with significant power on the respective markets. On the relevant specific wholesale markets, ANRC will complete and develop the access and interconnection regime, while monitoring the compliance of the respective providers with the obligations previously imposed by the Authority.
Furthermore, ANRC will focus on cost-oriented tariffs, will establish the interconnection tariffs based on the LRIC cost calculation models and will monitor the implementation of the access and interconnection regime, with a view to fostering a proper environment for this process. ANRC will implement the specifications in the Management Plan of the Local Loop Frequency Spectrum, in order to ensure the unbundled access to the local loop.
The process of implementation of universal service in the electronic communications sector will continue with the installation of telecentres and public pay phones. ANRC will monitor the compliance of the universal service providers with the obligations imposed, and will sanction the providers in breach of the respective obligations. As well, ANRC will review the obligations regarding universal service imposed on the designated providers and will designate new universal service providers for the purpose of accomplishing the objectives stated in the Policy and Strategy Paper on the implementation of universal service in the electronic communications sector, approved by the Order of the Minister of Communications and Information Technology no.184/2004.
As regards the numbering resources field, ANRC intends to consult the communications industry on updating the National Numbering Plan. ANRC will also focus on making operational the carrier pre-selection procedure and will proceed to the implementation of number portability.
In 2005, ANRC will promote a competitive environment on the postal services market, by monitoring the universal service provider’s compliance with the imposed obligations and, as the case may be, will take specific regulatory steps.
