Tuesday, the 3rd of December, the National Regulatory Authority for Communications published for public consultation on its website – www.anrc.ro – the following documents: The Project regarding the 2002 National Numbering Plan (PNN), the Project regarding the General procedure for the request and granting of licenses for the use of numbering resources (LURN) from the 2002 National Numbering Plan, and the Project regarding the license for the use of numbering resources.

The 2002 National Numbering Plan specifies the structure and the planning of the telephone numbers used in
Romania by the electronic communications services and defines, among others: the international prefix, the national prefix, the carrier selection index, the short national numbers such as 11x, the local and national numbers dialed using 10 digits (0ZABPQMCDU). By means of the new numbering plan put forth by ANRC, the user may select the signal carrier by dialing the 10xyz code before dialing the numbers of the specific telephone number. For instance, a Romtelecom subscriber who wishes to make an international phone call and dial the number in the present format will be using Romtelecom as international carrier, or, by dialing the code of a new carrier (10xyz) followed by the number in the present format, the international call will be processed by the new carrier.

The second document, "The Project regarding the General procedure for the requesting and granting of licenses for the use of numbering resources (LURN) from the 2002 National Numbering Plan", establishes the conditions under which ANRC grants, upon request, the licenses for the use of numbering resources (LURN) from the 2002 National Numbering Plan.

The project presents the numbering resources that will be allocated as well as the information to be mentioned by the operator in the license request form, the license content, and the conditions for its termination, postponement and modification. The license may be requested by any authorized provider operating a telecommunications network, as well as by any commercial company providing, or intending to provide, telecommunications services. The request for granting LURN shall be registered by ANRC and analyzed by a Commission established by Decision of the president of ANRC. After examining the requests, ANRC allocates the numbering resources, depending on the market share of the provider.

The third document – "The Project regarding the license for the use of numbering resources" – is a project regarding the suggested form of the administrative act under which ANRC grants an authorized provider the right to use certain numbers in order to provide electronic communications services for a limited period of time. The license includes the obligation of the Holder to submit ANRC, no later than January 31 of each year, a report on the effective use of the numbers and numbering resources, as well as on other obligations according to the general form of the Project regarding the license for the use of numbering resources (LURN) attached as Annex 1 to the Project. After granting this license, ANRC shall check the efficient use of the numbering resources and will have the possibility to withdraw or suspend the license, after the end of the sanctioning regime under Government Ordinance no. 79/2002.

The project was established in order to create a favorable framework for the entrance of new operators on the electronic communications market, under competitive, transparency and nondiscrimination conditions. Furthermore, by means of these documents, ANRC adds new elements to the regulations necessary for the liberalization process, providing the user with the possibility to choose the operator offering the most convenient solution.

These documents were elaborated in accordance with Government Emergency Ordinance no. 79/2002 and observe the technical aspects under Recommendation of the International Telecommunications Union ITU -T E.164. These projects are available for public consultation on ANRC Internet page, until
December 12, 2002.
