Tuesday, 7 December 2004, the Director of the Economic Market Regulation Division of the National Regulatory Authority for Communications, Radu Tudorache, held a presentation during the seminar entitled “Analysis of the Romanian Communications Market Development: Content, Services and Applications” organised by “Comunic@tii Mobile” Magazine.

During 2004 ANRC has completed the regime of access and interconnection with the public fixed network, changes have been brought to the Reference Interconnection Offer (RIO) regarding leased lines – terminal segments, and the publication of a Reference Offer regarding the unbundled access to the local loop was imposed. Up to now, 35 providers have concluded direct interconnection agreements with Romtelecom and other 5 providers are indirectly interconnected with Romtelecom. As regards the providers of public mobile telephone networks, 11 providers have concluded interconnection agreements with Mobifon and 11 with Orange Romania. 3 alternative fixed telephony providers are currently interconnected at the level of the local digital switches, while other 3 expressed their intention to interconnect at local level. The new interconnection tariffs will be established based upon the LRIC cost calculation models and the LRIC cost calculation projects were therefore initiated. Also, as regards the mobile telephony services, ANRC initiated the development of a “bottom-up” type model, while the operators are obliged to develop “top-down” type models, followed by the reconciliation of these two types of models in order to establish the real cost level.

Radu Tudorache showed that, by ensuring the unbundled access to the local loop, the operators who do not have their own network may use the existing infrastructure and, in order to provide broadband as well as narrowband data transmissions services, they may use the same physical circuits by means of which the end-users are connected to the network of Romtelecom.

During the seminar entitled “Analysis of the Romanian Communications Market Development: Content, Services and Applications” were presented case studies, market strategies, as well as forecasts for 2005.
