Under the public consultation process on the identification of the retail markets, the National Regulatory Authority for Communications will conduct, between February 23rd and March 19th, 2004, a qualitative study on the electronic communications services providers and providers’ associations, in order to determine the features of the retail markets segments within the electronic communications sector, the offer substitutability for various categories of services, and the competition level on these markets.

During this stage of the consultation process, the ANRC representatives will have faceto-face meetings with a number of 30 providers, a representative segment for the industry, in order to gather the necessary data. Also, data will be collected from all the existing and potential providers that wish to contribute to the definition of the retail markets within the electronic communications sector. These are invited to download the questionnaire on the Authority website, fill it in and kindly return it to ANRC.

The questionnaire consists of three parts (telephony services, Internet access services and data transmission and leased lines services), and each part contains 25 questions. By these questions, ANRC intends to assess how the existing and potential providers of electronic communications services view the specific features of the Romanian retail electronic communications services markets. Also, ANRC is interested to find out the providers’ opinion with respect to the current differences between consumer behaviour when acquiring and using electronic communications services (for both residential and business users).

The comprehensive and correct answers to these questions will complete the market analysis process and will facilitate taking the correct decisions with regard to the categories of services that will be subject to regulation and the way these services should be regulated in the future. ANRC grants a special importance to the active involvement of all the market players in the adoption of the decisions regarding the communications market, as these decisions have a major impact on their activity.

The public consultation process on the identification of the retail markets within the electronic communications sector was initiated by ANRC in August 2003 and went through the following stages:
