In the first month of 2004, the National Regulatory Authority for Communications (ANRC) carried out 268 inspections of the companies authorised to provide electronic communications and postal services.

245 controls were conducted at the headquarters and the outlets of the providers of electronic communications networks and services, where 30 contraventions were detected. Following the measures imposed by the Authority’s inspectors, the respective companies remedied the problems identified in all the 30 cases; the representatives of ANRC gave warning to only one provider.

The ANRC inspectors also conducted 23 controls at the headquarters and outlets of postal services providers, where 9 contraventions were detected, corrected by the measures imposed by the ANRC agents; 8 warnings were given.

The most frequent breaches by the providers of electronic communications and postal services are the non-compliance with the obligations under the general authorisation or under various decisions of the ANRC President. The respective situations ranged from not notifying ANRC about change of legal statute of the providers or of their identification data, to changes in the services the respective companies were authorized for or of the area in which these services were provided.

The providers of electronic communications networks and services were also found guilty of misdemeanours, such as incomplete technical files, or breach of the rule that specifies that access and interconnection files and public propriety access contracts are to be communicated to ANRC.
