Romania has become full member of the Independent Regulators Group (IRG) and an observer of the European Regulators Group (ERG). The National Regulatory Authority for Communications (ANRC) will represent Romania at these organizations’ meetings.
Becoming a member of the IRG and observer of ERG, proves that Romania is recognized as a country that complies with the European framework and practices where regulating the electronic communications market is concerned and that it has the right and obligation of getting involved in the creation of the common market in this field.
The direct results of the membership will be the harmonization of the ANRC regulatory activities with the trends identified by the regulatory authorities from the member states and the support and promotion of the electronic communications market at an European level. Also, ANRC will have the possibility to directly exchange experience with other European regulators and will contribute to the elaboration of the European regulatory principles, which will be applied on the national communications market.
The Independent Regulators Group (IRG) was established in 1997 as a group of European communications regulatory authorities to discuss and set out regulatory principles on issues of common interest such as interconnection, tariffs, universal service, and other important issues relating to the regulation and development of the European telecommunications market. At this moment, after the acceptance of Romania and Bulgaria, IRG has 31 members.
The European Regulators Group for electronic communications networks and services (ERG) was created in 2002 by a European Commission Decision, as an interface between the regulatory authorities from the European Union member states and the European Commission, in order to promote the development of the internal market for electronic communications networks and services. The ERG is an independent body for reflection, debate and advice in the electronic communications regulatory field. The role of ERG is to assist and advice the European Commission in order to ensure a consistent application of the new acquis in the field of electronic communications.
The two bodies cooperate in order to eliminate the differences between the European states communication markets, as the base for creating and consolidating a common market.
