The statistical data report on postal services for 2012, published today by ANCOM, shows that the postal market has stabilized, the total postal traffic reaching 523,286,299 of postal items, down by 1 percent as compared to 2011. The providers reported levels close to 2011 as regards both domestic traffic and cross-border traffic, recording slight decreases of 0.59%, respectively 3.43%.
During last year, 523,286,299 postal items were processed (postal services dealing with items of correspondence, printed matter items, small parcels). Although the universal service provider – Romanian Post National Company (CNPR) – continued in 2012 to process 74.28% out of the total amount of items, its total postal traffic decreased by 7.17% as compared to 2011, whereas the other providers processed 23.98% more items as compared to last year.
The same situation is recorded by domestic and cross-border postal items. Out of the total amount of 493,436,207 postal items, CNPR recorded a decrease by 6.85% as compared to 2011, respectively 367,215,481 postal items, whereas the domestic postal items processed by private providers reached 126,220,726 postal items, an increase by 23.54% as compared to 2011.
The cross-border traffic recorded an amount of 29,850,092 postal items, slightly decreasing, by 3.42%, as compared to 2011. Among these, CNPR processed a percent of 71.9%. CNPR market share in the cross-border segment recorded a decrease by 12.42% in 2012, whereas the private providers’ traffic recorded 8,388,072 of postal items, an increase by 30.98% as compared to 2011.
Out of the total postal traffic in Romania in 2012, 91.61% were items of correspondence, printed matter items, small parcels and direct mail items, weighing up to including 2 kg (letter-post items). This market segment remained constant as compared to 2011, 489,865,918 of postal items being processed, of which CNPR processed 77.87%.
Also, in 2012, the parcel traffic grew by 2.81% as compared to 2011, amounting to 23,943,298 parcels, both domestic and cross-border. Out of the total parcel traffic, CNPR processed 10.52%, while the following ten providers – by volume – in this market segment achieved together a volume of 11,379,775 parcels (47.53%) and the remaining providers achieved a volume of 10,044,990 parcels, which means 41.95% of this market segment.
In 2012, the total traffic afferent to Express services amounted to 9,477,083, a decrease by 30.97% as compared to 2011. This market segment is equally divided between CNPR and the private providers.
The traffic related to postal items falling under the scope of universal service decreased in 2012 with 7.76% as compared to 2011, reaching 391,117,038 items, thus registering decreases both on domestic and cross–border traffic. CNPR holds a majority share (85.32%) in this market segment, which showed a decrease in both CNPR’s and the private providers’ traffic, of 8.57%, respectively 2.78%, compared to 2011.
The postal traffic achieved by the universal service provider, CNPR, following the exclusive rights of which it benefited in 2012, amounted to 262,825,024 items, more than 95% of the traffic of postal services within the scope of universal service processed by CNPR in this year.
The total traffic services outside the scope of universal service recorded in 2012 un uptrend, thereby, with an increase of 28.01% as compared to 2011, it reached the amount of 132,169,261 postal items.
In 2012, 79,972 complaints were registered, of which 26,849 proved to be grounded. A number of 8,161 complaints were solved with compensations being granted in amount of 2,427,462 Lei. By reporting the total general traffic (523,286,299 postal items) to the number of complaints one may find that in 2012 there was one complaint for each 6,543 postal items, one grounded complaint for each 19,940 postal items, one ungrounded complaint for each 9,850 postal items and one of three grounded complaints, on the average, has been solved by compensation.
