On Tuesday, July 8, 2003, the National Regulatory Authority for Communications (ANRC) granted the National Romanian Post Company (CNPR) the individual licence for the provision of postal services within the scope of the universal service. The licence sets out the services to be provided by CNPR, the quality conditions, as well as the rights and obligations of the company as provider of postal services within the scope of universal service.

On grounds of this individual licence, the National Romanian Post Company will provide the following services:

· clearance, sorting, transport and delivery of postal items, domestic or cross-border, up to 2 kilograms;

· clearance, sorting, transport and delivery of postal packages, domestic or cross-border, up to 10 kilograms;

· distribution of postal packages up to 20 kilograms, sent from outside Romania to an address located in Romania;

· service for registered items, domestic or cross-border;

· service for insured items, domestic or cross-border.

The individual licence stipulates the conditions for the reception of postal items with regard to the dimension and weight limits for envelopes and postal packages. The licence also comprises the objects and materials that, according to the law in force, cannot be accepted (drugs and psychotropic substances, explosive substances, obscene and immoral objects, live animals, guns and ammunition).

Regarding the service quality conditions, the individual licence obtained by CNPR stipulates that the postal items object of the standard service (postal items for which the sender does not require a special treatment, such as: registered mail, value insurance a.s.o.) has to reach the destination in maximum 4 days from the sending date. Moreover, the number of justified annual complaints about the postal items cannot exceed 2 for 1000 postal items of each category, and the number of annual complaints about the CNPR staff behaviour cannot exceed 5 for 100 employees.

According to the obligations set out by the individual licence, CNPR will have to provide services at affordable and cost-oriented tariffs, to inform the users on the characteristics of the provided services, on their tariffs and quality standards, as well as on the mechanisms for solving the complaints received from the users. Also, the access points at fixed locations will be open to the public 8 hours daily, and the waiting time in front of the desk should not exceed 5 minutes.

The licence is granted for a 10 year period and in order to renew it, CNPR will have to send ANRC a renewal request at least 60 days prior the expiry of the validity period. The licence may end when the 10 year validity period expires or at the request of the holder.

So far, ANRC received only one request for granting individual licence, from the National Romanian Post Company. The process to authorize providers of postal services and to grant individual licences is still open. The notifications for obtaining general authorisations are solved in maximum 45 days, and the requests for granting individual licence in 90 days from the date when the notifications are submitted to the headquarters or the territorial offices of ANRC.
