On Tuesday, June 17, 2003, the National Regulatory Authority for Communications (ANRC) made public for consultation the draft of the Decision for the designation of “Romtelecom” – S.A. as operator with significant market power on the market of the provision of total or shared unconditioned access to the local loop comprising a pair of twisted metallic wires, for the purpose of providing broadband electronic communications services and publicly available telephony services at fixed points.
Following the adoption of this document, ANRC will be able to take the decision to impose to Romtelecom one or more of the obligations under the legislation on granting access to local loop to all the requesters, under conditions of transparency and non-discrimination, on charging cost-oriented tariffs and on keeping separate accounting.
The draft is available on the website of ANRC. The public consultation for this draft ends on July 7, 2003.
