Monday, June 6, 2005, ANRC submitted to emergency public consultation a draft decision for amending the Decision of the President of the National Regulatory Authority for Communications no.1311/2004 regarding certain measures for the efficient use of the numbering resources.
Decision no.1311/2004, published in the Romanian Official Journal on November 30, 2004, enforced the use of the numbering resources in the 0ZAB=0801, 0ZAB=0807 and 0ZAB=0808 domains or of the 10xyz individual indicatives for carrier selection exclusively for the provision of services by means of prepaid and virtual cards.
Decision Amendments
This draft decision refines the definition of the service category referred to in the limitations enforced by Decision no.1311/2004, i.e. publicly available telephone services. Therefore, the use of the numbering resources in the 0ZAB=0801, 0ZAB=0807 and 0ZAB=0808 domains or of the 10xyz individual indicatives for carrier selection shall be obligatory only for the provision of publicly available telephone services by means of prepaid and virtual cards.
Amendment Purpose
This further detailed definition allows the providers of Internet access services, as well as the providers of data network and Internet access services by means of prepaid cards to benefit from their investment, using the same numbering resources in the specially allotted 0870 domain.
Taking into account that according to the Decision no.1311/2004 currently in force, from July 3rd, 2005, the providers of Internet access services should cease the provision of services by means of virtual and prepaid cards using other numbering resources than those in the 0ZAB=0801, 0ZAB=0807 and 0ZAB=0808 fields, ANRC submitted this draft decision to emergency public consultation, in order to enable the providers of Internet access services to continue providing their services.
This draft decision of ANRC is available on the Authority’s website. All interested persons are invited to send their comments and suggestions by June 17, 2005.
