Monday, March 10, 2003, the President of the National Regulatory Authority for Communications (ANRC), Ion Smeeianu, met a Chinese delegation made of business representatives of telecommunications companies planning to operate on the Romanian liberalized communications market. The delegation included Mrs. Sheng Wu (Morgan Stanley), Li Kun (representing the corporation Shenzhen Zhongxing Telecom Ltd. – ZTE in Romania), Yang Yi Bing (Deputy General Manager of China Unicom International Ltd.) and Mo Yixin (General Manager for Development of China Unicom).
The Chinese business people came to Romania for the negotiations held between the National Post Company and foreign investors regarding partnership for a new Romanian telephony company, but they expressed their interest in the opportunities offered by the Romanian market to foreign investors.
In the opening of the meeting, the President of ANRC made a presentation of the Romanian telecommunications sector and explained the role held by the Authority in the process of complete opening of the communications market.
The representatives of the Chinese companies were especially interested in details regarding the conditions that should be observed by any foreign operator on entering the Romanian market, the opportunities of the telecommunications market, as well as the incentives Romanian legislation grants to the foreign investors. The discussions continued on the regulatory measures adopted by ANRC to stimulate the competition among electronic communications companies, with specific references to the interconnection and collocation tariffs and terms, the minimal quality requirements and the regulatory status of all types of telecommunications connections.
“This meeting is not the first of this kind. It is one of the many contacts that ANRC had with representatives of the foreign telecommunications operators. The Authority holds not only the role of market regulator; it also implements the governmental policy and strategy for the attraction of foreign investors and for the modernization of the Romanian communications infrastructure. The direct presentation of the conditions offered by the Romanian liberalized communications market as well as the long and short term intentions of ANRC stimulate the confidence of the possible investors in the stability and predictability of the Romanian business environment and may have long term results”, explained Ion Smeeianu.
