Until Tuesday, March 11 2003, the National Regulatory Authority for Communications (ANRC) registered 799 notifications under the General Authorization regime. A number of 670 companies received the standard certificates attesting the right to provide electronic communications networks and services.

Among the companies that received standard certificates, the first three positions are taken by the following counties: Bacau (27 companies), Brasov (24), and Piatra Neamt (22). Also, a number of 180 companies from Bucharest received standard certificates. A comparative analysis outlined the following regional distribution: 27% of the notifications come from Transylvania, 21% from Moldavia, 25% from Muntenia, and 27% from Bucharest.

From the total number of fixed telephony services providers, 93 companies intend to cover the local calls segment, 104 companies the long distance segment and 119 companies the international calls. Also, a number of 60 companies possess their own telephony networks and 113 will use the network of a third party.
