The National Regulatory Authority for Communications (ANRC) granted four new licenses for the use of numbering resources. The Bucharest–based companies S.C. Romania Data Systems S.A., S.C. PCNET Data Network S.A., S.C. Ines Advertising S.R.L. and S.C. Binet S.R.L. have received licenses and numbering resources for the provision of telephony services through public fixed networks or by pre-paid cards, as well as individual codes for the carrier service.
Romania Data Systems received 500 000 numbers within the 0Z = 03 domain for the telephony services, distributed as follows: 100 000 numbers for Bucharest and 10 000 numbers for each of the 40 counties. For the services provided through pre-paid cards, RDS obtained the block of 1 000 numbers 0808 840 xxx (where x shall be any number from 0 to 9), and for the carrier services, the company received the individual code 1044 for carrier selection.
S.C. PCNET Data Network S.A. obtained 500 000 numbers within the 0Z = 03 domain for the telephony services provided through a public fixed network, of which 100 000 numbers for Bucharest and 10 000 numbers for each county. Also, PC NET received the block of 1 000 numbers 0808 870 xxx, for the services provided through pre-paid cards, as well as the individual selection code 1012 for carrier service.
S.C. Ines Advertising S.R.L. received three blocks of 10 000 numbers within the 0Z = 02 domain for Bucharest and for the Buzau, respectively Brasov counties for the fixed telephony services, the range of 1 000 numbers 0808 830 xxx for pre-paid cards, and the carrier code 1016.
S.C. Binet S.R.L. received a range of 10 000 numbers within the 0Z = 02 domain for Bucharest, for the provision of fixed telephony services. The company were allocated 3 000 non-geographical numbers within the OZ = 08 domain, which include the block of 1 000 „green numbers” 0800 160 xxx, 1 000 numbers for virtual cards within the block 0807 160 xxx and the block of 1 000 numbers 0808 860 xxx for pre-paid cards. Also, for the carrier services, S.C. Binet S.R.L. received the code 1015.
Of the companies newly entered on the market, licenses for the use of numbering resources for the provision of telephony services through the public fixed networks were granted to Trans Tel Services (40 000 numbers), Astral Telecom (170 000 numbers) and Adisam Telecom (110 000 numbers) from Bucharest and Intersat S.R.L. from Constanta (10 000 numbers). Currently, ANRC analyses the requests received from S.N. Tc. RomTelecom S.A. and the National Society for Radiocommunications S.A., which shall be soon solved.
The licenses for the use of numbering resources are granted according to the ANRC Decision no.141/2003 on the Application and Granting Procedure Regarding the Licenses for the Use of Numbering Resources, published in the Official Journal Part I nr. 25 of January 17, 2003. The Authority allocates free of charge the numbering resources required, but may also withdraw the license if these resources are not effectively used.
