The National Regulatory Authority for Communications (ANRC) began the process of granting the licenses for the use of numbering resources, in accordance with Decision no.141/2002 of the ANRC President, on the Application and Granting Procedure Regarding the Licenses for the Use of Numbering Resources, published in the Romanian Official Journal Part I, no. 25 of January 17, 2003.
According to this Decision, during the period January 17 – February 17, 2003, the priority was to consider the requests addressed by the telephony operators already present on the market that held licenses for the use of numbering resources, which had to be renewed under the new regulations. At this point, the mobile telephony operators (Cosmorom, Mobifon, Orange, Telemobil) have updated their licenses and the analysis of the request transmitted by S.N.Tc. RomTelecom S.A. is to be completed soon.
Cosmorom S.A. was granted a license for 2 million numbers of the type 0765 xxx xxx, 0766 xxx xxx, S.C. Mobifon S.A. required and was granted a license for 4 million numbers of the type 0721 xxx xxx, 0722 xxx xxx, 0723 xxx xxx, 0724 xxx xxx, S.C. Orange Romania S.A. received 4 million numbers, as follows: 0740 xxx xxx, 0742 xxx xxx, 0744 xxx xxx, 0745 xxx xxx, and Telemobil S.A. received a tranche of one million numbers of the type 0788 xxx xxx.
ANRC has also granted licenses for the use of numbering resources to two of the telephony services providers, newly entered on the market, namely S.C. Intersat S.R.L. from Constanta and S.C. Trans Tel Services S.R.L. from Bucharest.
The two companies which were granted the license for the use of numbering resources offer telephony services through the public fixed networks and were allotted blocks of 10,000 numbers. S.C. Intersat S.R.L. will cover the county of Constanta and will make available to the consumers 10,000 numbers of the type 0241 48x xxx (where x will be any figure between 0 and 9), and S.C. Trans Tel Services S.R.L. will provide services in Bucharest (numbering: 0215 99x xxx) and in the following counties: Ilfov (0218 19x xxx), Constanta (0241 49x xxx) and Timis (0256 59x xxx) holding a license for the use of 40,000 numbers. Also, according to the request submitted, S.C. Trans Tel Services S.R.L. also received numbering resources for the green numbers (0800 080 xxx), for the televoting system (0805 080 xxx), for virtual cards (0807 080 xxx), for prepaid cards (0808 880 xxx) and for services with special tariff (0900 090 xxx) as well as a carrier selection code, type 10xxx.
“The Commission analysing the requests for numbering tranches is considering at the moment the requests received from other 11 operators newly entered on the Romanian telephony market. During this month we will announce the solving of the requests transmitted to ANRC by companies such as: Adisam Telecom, Astral Telecom, Atlas Telecom, PC NET Data Networks, Romanian Data Systems, a.s.o. The Authority may withdraw the license in case it identifies that none of the numbers granted by license was not effectively used or in case the holder of the license does not observe the conditions for the use of the numbering resources,” declared Ion Smeeianu, ANRC President.
