According to ANCOM's report on the quality of internet access service for 2024, published today, the national average download speed recorded a value of 446 Mbps, while the national average upload speed reached the value of 385 Mbps for fixed internet access service via cable connections among the largest fixed service providers. Regarding the mobile internet access service, the average download speed recorded the value of 58 Mbps, and the average upload speed reached 17 Mbps, at national level in 2024. Furthermore, in terms of quality of user experience (QoE), the report indicates a very good experiece when using common types of application.
The 2024 report on the quality of the Internet access service, available, in Romanian, here, contains developments and comparative statistics at national level as well as by provider, regarding:
- technical parameters for Internet access service quality (data transfer speed, latency, and packet data delay variation);
- administrative parameters for Internet access service quality (service provision time, deadline for fixing the disturbances, complaint received from end-users resolution time, frequency of end-user complaints etc).
The statistics related to technical quality parameters, included in the report, are based on approximately 105.000 valid measurements conducted by users through the Netograf platform in 2024 (68% of which were performed on fixed connections and 32% on mobile connections). A detailed analysis was carried out for the top 4 fixed providers (based on the number of internet connections) and the 4 mobile providers operating in Romania. The statistics on administrative quality parameters are based on the semi-annual reports submitted by the providers.
Quality of end-user experience (QoE)
For the first time in the 2024 report, based on measurement carried out by users through the Netograf platform, ANCOM analyzed their experience when using common applications such as VoIP, browsing web, video streaming, online games, social media and file transfers.
Regarding the use of social media and file transfer applications, 94% of measurements indicated an optimal usage experience for fixed WiFi connections and 70% showed an optimal usage experience for mobile connexions. Furthermore, for the use of video streaming applications, 94% of measurements indicated an optimal usage experience for fixed connections through WiFi and 80% showed an optimal usage experience for mobile connections. For online gaming, 92% of measurements reflected optimal usage experience on fixed connections through WiFi and 68% on mobile connections.
Based on their owm measurements results carried out through Netograf platform, the end-users can identify the type of applications for which they can obtain an optimal usage experience for each commonlty used internet connection.
