The ANRC President Decision no.1333/2003 regarding the General Authorisation Regime for the Provision of Electronic Communications Networks or Services entered into force after its publication in the Romanian Official Journal, Part I, no.802 of November 14, 2003.

The National Regulatory Authority for Communications modified and completed the general authorisation regime in accordance with the provisions of Law no.304/2003 on the Universal Service and the Users’ Rights regarding the Electronic Communications Services and Networks, which entered into force at the end of July, 2003.

Besides the changes brought about by this law, the authorisation procedure for the providers of electronic communications networks and services is also simplified. Thus, the papers needed by companies for authorisation, regarding their identification (the Constitutive Act with its amendments and completions) can be replaced from now on by only one document – an acknowledging certificate issued by the National Trade Register Office.

Another provision included in the general authorisation, which will allow the faster identification of the possible breaches, is the obligation of the providers of public electronic communications networks to send the number of the caller through the signalling systems, whenever this is technically possible.

Following the entry into force of this decision, the ANRC President Decision no.131/2002 on the General Authorisation Regime for the Provision of Electronic Communications Services and Networks, published in the Romanian Official Journal, Part I, no.907 of December 13, 2002 was abrogated.
