In 2007, ANCOM elaborated the Regulatory Strategy for the Romanian Electronic Communications Sector for 2007-2010. This paper enhanced the consistency and efficiency of the Authority’s decisions, and ensured a greater transparency and predictability to the regulatory framework.
The position paper on the regulatory strategy included the following: conclusions resulted from the diagnosis-analysis, containing a presentation of the homogeneous segments identified and of the main deficiencies at the level of the Romanian electronic communications sector; identification of the set of strategic objectives that would lead to the achievement of the fundamental regulatory objectives; elaboration of the regulatory principles and policies, as well as identification of the options for (re)defining the regulatory instruments whose application facilitates the achievement of the strategic regulatory objectives identified; identification of the directions of evolution to the target-market, of the indicators for monitoring the evolutions of segments and the level of achievement of the strategic regulatory objectives; and identification of the needs for redefining the ANCOM information system, in view of monitoring the sector developments, as well as of selecting the most adequate regulatory instruments.
During 2011, ANCOM will elaborate and submit to public consultation the Position Paper on the Regulatory Strategy for the Romanian Electronic Communications Sector for 2011-2015, a paper whereby the Authority aims at creating the premises for establishing new objectives with a view to uphold the development of a transparent and predictable electronic communications market as far as the Authority’s decision are concerned.
