Wednesday, October 6, 2004, ANRC has initiated the procedure of designating universal service providers by open tender, with a view to providing access to the telephone network, at a fixed location, by means of telecentres.

Any person which is, cumulatively, a provider of public electronic communications networks and a provider of publicly available telephone services, having a minimum experience of one year in providing public electronic communications networks and publicly available telephone services, may participate in the tender.

The designation of universal service providers who will have the obligation to ensure the provision of access to the public telephone network by means of telecentres is one of the measures taken by ANRC with a view to promoting the end users’ interest, providing for the availability, the accessibility and the proper quality of the reasonable means of access to the publicly available telephone service.

The tender for the installation of the telecentres through which the end users will have access to Internet services and will be able to initiate and receive local, long distance and international calls will take place in the following 50 localities:

Arges: Barasti, Barla, Salatrucu;

Bistrita Nasaud: Breaza;

Braila: Spiru Haret, Tacau, Tepes Voda, Cuza Voda, Mihai Bravu;

Caras Severin: Padina Matei, Borlova;

Cluj: Gheorghieni, Marisel;

Dambovita: Rancaciov, Raicu, Potocelu, Ciocanari, Romanesti, Colacu, Rascaieti, Darza, Gorgota;

Dolj: Galiciuica;

Giurgiu:Gostinari, Herasti, Branistea, Stoenesti;

Gorj: Covrigi;

Ilfov: Piteasca, Merii Petchii, Stefanestii de sus, Lipia, Petrachioaia;

Olt: Branet, Garcov, Ipotesti;

Suceava: Balaceanca, Ciocanesti, Poiana Marului, Solonet, Valea Moldovei;

Teleorman: Prundu, Radoiesti Deal, Sfintesti, Tatarstii de Sus, Ciolanestii din Deal, Silistea Gumesti, Trivalea Mosneni, Draganesti de Vede;

Tulcea: Grindu.

For the selection of the above mentioned localities the following criteria were considered: the number of inhabitants, the degree of availability of publicly available telephone services and the efficiency of implementing such projects.

According to ANRC President’s Decision no.1074/2004 on the implementation of universal service in the field of electronic communications, the providers designated upon the public tender shall endow the telecentres with at least 2 computers enabling Internet access, one facsimile machine and 2 telephone terminals.

Detailed information is available in the documents required for drawing up and presenting the offer, which may be found at the ANRC headquarters. Further information requests shall be sent by November 4, 2004, given the deadline for submitting the offers, of November 20, 2004, 10.00 hours. The offers shall be opened on November 20, 2004, 12.00 hours, and the winning offer shall be established by the tender commission within 30 days from the date of opening the offers. The universal service providers who will ensure the provision of access to the public telephone network, at a fixed location, by means of telecentres, shall be designated for a period of 3 years.

Compensation of the net cost of providing the service of access to the public telephone network, at a fixed location, by means of telecentres, shall be sourced from the contributions of the providers of public electronic communications networks and publicly available telephony services who registered in 2003 a turnover equal to or more than EUR 3,000,000.
