During its international conference entitled “The Communications Infrastructure – A Topical Issue in Europe” held today, the Romanian National Authority for Management and Regulation in Communications (ANCOM) presented the activities undertaken in 2013 in view of the implementation of the Infrastructure Law. Thus, until 1 November 2013, 99.75% of the Romanian local administrations have been informed by the ANCOM representatives on the obligations incumbent on them upon the entry into force of the Infrastructure Law.
“The implementation of this Law has been the Authority’s main objective this year. We began by informing all actors involved about the obligations incumbent on them so as to stimulate the collaboration between the communications providers and the infrastructure holders that will lead to the efficient development of the electronic communications networks. Moreover, we ensure full transparency with regard to the conditions of access on the public property by publishing them on the ANCOM website. We also published a framework-contract for the access on the private properties. This year we completed the pilot-project on the inventory of the electronic communications networks and infrastructure from Brasov and we are currently preparing the documentation for extending such inventory at the national level”,the President of ANCOM, Mr. Cătălin Marinescu, said in his opening speech.
Early this year, ANCOM began an information campaign aiming at facilitating the implementation of the Infrastructure Law, a normative act which impacts the providers of electronic communications networks, the public authorities, the building owners and other infrastructure holders altogether. The local public authorities, the providers of electronic communications networks and other providers of public utilities received notifications from ANCOM on the provisions of the Infrastructure Law. Then, the Authority’s representatives had individual meetings with the majority of the public authorities’ representatives in order to clarify some practical aspects related to the implementation of the Law. Until 1 November 2013, 99.75% of the 3,267 administrative-territorial units from our country have been informed by the ANCOM representatives on the duties incumbent on them upon the entry into force of this Law.
“We strived to hold a dialogue with all the parties involved and to make available to all the conditions under which the access on the public property is granted because, as long as this access is done correctly, there is a win-win situation for all: the local community benefits from accessible communications services, the electronic communications industry carries its business unhindered, while the local authorities fulfil their role of ensuring the development of the community they represent”, the President of ANCOM, Mr. Cătălin Marinescu, added.
The international conference “The Communications Infrastructure – A Topical Issue in Europe” adds to the ANCOM information campaign which is to be finalised with the series of meetings scheduled between the Authority’s representatives and the large infrastructure holders from the country, such as Electrica, CFR etc. Today’s event gathered representatives of the regulatory authorities from Finland, Poland, Germany and Switzerland, of the local authorities from Romania and of the providers of electronic communications networks and services who tried to identify the best solutions for the access to the infrastructure, the approach of common challenges, as well as the financing solutions for the communications infrastructure.
