Following the entry into force of Law 304/2003 on the universal service and the users’ rights with respect to electronic communications networks and services, the National Regulatory Authority for Communications (ANRC) has modified and completed the General Authorisation Regime in accordance with the provisions of this law. The changes were submitted to public consultation on Thursday, September 18, 2003.
Besides the changes brought about by the Law on the Universal Service, the authorization procedure for the providers of electronic communications networks and services is also simplified. Thus, the papers needed by companies for authorization, regarding their identification (the Constitutive Act with its amendments and completions) can be replaced from now on by only one document: an acknowledging certificate issued by the National Trade Register Office.
Another provision to be included in the General Authorisation Regime, which will allow the faster identification of the possible breaches, is the obligation of the providers to send the number of the caller through the signalling systems, whenever this is technically possible.
