The National Authority for Management and Regulation in Communications (ANCOM) has elaborated and now submits to public consultation a draft decision on the radio frequencies and radio frequency bands exempted from licensing.
The draft aims at designating the radio frequencies or the radio frequency bands whose use does not require awarding a usage licence – for certain types of applications, as well as at regulating the technical specifications on the RO-IR radio interfaces for the licence exempt applications.
The radio frequencies or the radio frequency bands to be exempted from licensing may be used for short-range devices, which have escalated their role in the economy and in the citizens’ everyday life due to the various types of applications they allow for. Among these applications we count: non-specific short range devices (SRDs) – remote controls; tracking, tracing and data collection – object tracing and tracking systems, avalanche victim locating systems, meter reading systems; railway applications – automatic vehicle identification systems; Road Transport and Traffic Telematics systems (RTTT) – systems meant to provide data communication between road vehicles, and between vehicles and the road infrastructure; devices dedicated to radiodetermination applications – determination of the position, speed and/or other characteristics of an object, level radar transmitters for tanks, radio microphones and Assisted Listening Devices (ALD); Radio Frequency Identification Devices (RFID) – tracking and identification of objects using a radio system formed by passive devices (tags) attached to an object, on the one hand, and by transmitting/receiving units (readers) which activate the tags and receive data, in exchange, on the other hand, merchandise anti-theft systems; health care wireless applications – medical implants; DECT equipment – cordless phones.
These bands will be used only under technical conditions which would ensure that there is no risk of harmful interferences on the radiocommunication stations using radio spectrum, pursuant to the regulations in force.
Although the provision of electronic communications networks or services through the radio frequencies or the radio frequency bands under this decision is licence free, their providers shall observe the general authorisation regime for the provision of electronic communications networks and services.
The licence exempt radio frequencies or radio frequency bands, as well as the due applications, are enlisted in the Annex which is part of the draft decision.
