On September 25, 2003, the National Regulatory Authority for Communications headquarters played host to a reunion of the Consultative Council, summoned by the ANRC president in order to debate a set of projects that have already passed through the rest of the public consultation phases. The meeting was attended by ANRC representatives along with representatives of the telecom industry and organizations interested in the provisions of the discussed projects.

The reunion agenda included the discussion of the following projects: The decisions on the designation of the operators having significant power on the market of the full or shared access to the twisted metallic pair local loop and on the market of leased lines – terminal segments, the objectives of the market studies to be carried out by ANRC for the identification of the specific relevant telecom retail markets, Decision on Reporting Several Statistical Data by the Electronic Communications Networks and Services Providers and The Draft Decision on the Organization of the ANRC Budgetary Duties Collection

Following the debates on the first two projects, they received their final form. Thus, S. C. “Romtelecom” – S.A. will be designated as having significant power on the market of the full or shared access to the twisted metallic pair local loop and on the market of leased lines – terminal segments.

The discussions on the market power revealed the need for information that will allow establishing the product and geographical substitutability limits of the retail markets. The studies will focus on: evaluating the capacity of the markets to function according to competitive mechanisms, the identification of the obstacles for establishing a normal competitive environment on the retail markets. The market analysis terms of reference required for the identification of the relevant markets will be finalized in October.

During the today reunion of the Consultative Council was presented the activity of the first two sub commissions: the market analyses sub commission and the accounting separation sub commission, which held 4 reunions up to date. The participants agreed to establish additional sub commissions, for discussing specific aspects, whenever this is required by the ANRC agenda.
