Today, September 6, 2005, ANRC is launching for consultation the draft decision on the conditions and procedure for monitoring the compliance of the N.C. “Posta Romana” S.A. (CNPR) with the quality standards imposed by the Authority regarding the delivery of correspondence items. CNPR shall measure the transit interval of the correspondence items from the moment of their posting at a postal office/box until the delivery to the addressee.
As a universal service provider in the field of postal services, CNPR has the obligation to ensure, gradually, during a transition period, the compliance with certain quality standards established for the delivery of correspondence items. Aware of the urge of permanently monitoring the quality performance of CNPR, ANRC deems necessary that this company should implement a system of monitoring the delivery time to the addressee of the postal items which are within the scope of universal service.
In order to comply with these requirements, CNPR will have the obligation to conclude an agreement with an independent monitoring body, which conducts all the required measurements in order to establish the time interval for the delivery of the postal items. The results of the measurements performed by this independent body will be audited and used by ANRC for establishing the extent to which the universal service provider in the field of postal services observes the quality standards for domestic and intra-European items of correspondence.
By the end of 2006, the postal services in Romania should be in line with the European standards, therefore CNPR has the obligation to comply with the following quality objectives:
– by the end of 2006, CNPR should deliver at least 85% of all the domestic postal items on the second day following the posting date and at least 97% of these postal items within two days following the posting date;
– by the end of 2006, CNPR should deliver at least 85% of all the intra-European postal items within 3 days following the posting date and at least 97% of these postal items within 5 days following the posting date.

The Draft Decision of the National Regulatory Authority for Communications is available for consultation on the ANRC website. All interested persons are invited to send their recommendations and comments until October 7, 2005.
