Between June 19, 2025 – July 11, 2025, the National Authority for Management and Regulation in Communications (ANCOM) conducted a thematic control campaign at national level on the radio equipment market. The campaign targeted walkie-talkie radio stations, wireless microphones and sound systems in physical stores and online.
Purpose and results of the campaign
Through this campaign, ANCOM acted to prevent the risks generated by the use of non-compliant equipment, to ensure a high level of protection for citizens, including in terms of health, public safety and alignment of commercial activities with the technical and legislative norms in force. The control actions are part of ANCOM's continuous market surveillance activity to prevent the marketing and use of non-compliance radio equipment.
ANCOM draws attention to the fact that non-compliant radio equipment sold in Romania can affect the proper functioning of electronic communications services and prevent citizens from benefiting from stable and functional access to these services.
ANCOM carried out 141 controls, as a result of which it applied 84 warnings and 35 contravention fines, in a total amount of 128,400 lei.
Recommendations for buyers
When buying a radio equipment, buyers shall:
- to check if the product has the
marking and instructions in Romanian – without a marking, the product is considered non-compliant from the start;
- to avoid products without compliance documents, even if they are cheaper – they can cause interference and may result in penalties if used;
- if they suspect that radio equipment does not comply with the legal requirements, to notify ANCOM.
What do traders need to know?
The radio equipment made available on the Romanian market must comply with clear administrative and technical requirements, provided by the legislation in force, as follows:
Administrative requirements:
- have the marking
, visible, legible and durable;
- be accompanied by the EU Declaration of Conformity issued by the manufacturer or its authorized representative, if applicable;
- be accompanied by instructions for use and safety information, written in Romanian;
- be affixed to the packaging of the radio equipment and be included in the instructions for use: the restrictions on putting into service, the geographical areas or regions where an authorization for the use of radio spectrum, if applicable is required;
- manufacturers and importers must keep the technical documentation and the copy of the EU Declaration of Conformity for 10 years after they are placed on the market.
Technical requirements:
- be designed and manufactured in such a way as not to produce harmful interference;
- have an adequate level of immunity to interference from other equipment;
- comply with the harmonized technical standards at European level applicable to the type of equipment;
- the technical parameters (transmitting power, frequency band, operating mode) must comply with the national regulations on radio interfaces (RO-IR).
The relevant legislation consists of the Government Decision no. 740/2016 on making available on the market of radio equipment, with subsequent amendments and completions, as well as the Decision of the President of ANCOM no. 311/2016, a normative act that establishes the technical regulations in force for radio interfaces (RO-IR).
