In this section you will find information on the procedure of general authorisation for the provision of electronic communications networks or services, respectively of postal services.

The electronic communications networks and services are provided in Romania pursuant to the general authorisation regime adopted by ANCOM, a legal regime containing the set of rules and principles applicable to the persons who intend to provide electronic communications networks and services in Romania, upon notifying the intention to perform such activities.

At present, the procedure of authorisation of the persons intending to provide electronic communications networks and services, as well as the conditions under which such provision can take place are set by the ANCOM Decision no. 70/2023 on the general authorisation regime for the provision of electronic communications networks and services.

As for the provision of postal services, the general authorisation procedure applicable to this activity and, respectively, the legal regime applicable to the provision of such services are set by the ANCOM Decision no. 925/2023 on the general authorisation regime for the provision of postal services.

Thus, the persons intending to provide public electronic communications services or publicly available electronic communications services, except for the number-independent interpersonal communications services, or intending to provide postal services, as applicable, may begin to undertake any of these activities only upon submitting to ANCOM the notification corresponding to their respective intention, complying therefor with the provisions of the relevant decision.

Announcement on the organization of the competitive selection procedure for awarding licences for the use of the frequency spectrum in the digital terrestrial television system
The Romanian National Authority for Management and Regulation in Communications (ANCOM) invites all the interested persons to participate in the auction for awarding licences for the use of the frequency spectrum in the digital terrestrial television system.
The following multiplexes will be auctioned out:
  • two digital television multiplexes, of which 1 (one) in UHF and 1 (one) in VHF, under 2 categories: B and C;
  • 40 regional multiplexes and 19 local multiplexes, under 47 categories: D to K.
Starting from 2 December 2014, the Terms of Reference may be obtained from the ANCOM headquarters in 2 Delea Nouă Street, Bucharest, Sector 3, or, on the buyer’s request, may be sent to the respective buyer as hardcopy or in electronic format, upon presentation by the interested person of the following:
  • a document proving the payment of a non-refundable amount of RON4,000, representing the corresponding value of the Terms of Reference, either at the ANCOM pay desk in 2 Delea Nouă Street, Sector 3, or in the ANCOM account no. RO60TREZ70020F365000xxxx opened with the Activity of Treasury and Public Accountancy of Bucharest, fiscal code 14751237, whereas the payment order must specify ANCOM as the Beneficiary and that the payment represents the corresponding value of the Terms of Reference;
  • the mandate, in original, of the person delegated to take the Terms of Reference.
Where the corresponding value of the Terms of Reference is paid from outside Romania, the interested persons may pay the amount specified in the previous paragraph, in euro, at the exchange rate communicated by the National Bank of Romania, valid on the day of payment, into the account no. RO86RNCB0082044181470003 opened with the Romanian Commercial Bank – Unirea Branch.
The Terms of Reference may be taken Monday to Thursday, between 09:00 and 16:00 and Friday between 09:00 and 14:00 (local time).
The deadline for submitting the application files and the initial bids is 13 January 2015, 17:00 hours.
