“Online application for comparing the communications offers intended for the end-users”

The National Authority for Management and Regulation in Communications (ANCOM) completed the technical project co-financed from non-reimbursable European funds for developing an online application intended to make comparative analyses of the tariff plans existing on the market for three types of electronic communications services (mobile telephony, fixed telephony and broadband Internet access) and to display results showing the most advantageous tariff plans ranked in order of price which match the options inputted by the end-users.
The online application, the hardware equipment and the software licences have been delivered to ANCOM by the company selected by tender to develop this application while reaching all the undertaken requirements, and this marks the completion of the project “Online application for comparing the communications offers intended for the end-users”. In the following period, the providers of electronic communications services will enter their commercial offers for fixed telephony, mobile telephony and broadband Internet access into the database, whereas the Authority’s representatives will verify and validate the entered data. The end-users will be able to access the online application by midyear.
The online application will rank the most advantageous tariff plans based on a calculation methodology designed by the developer of the application, UTI GRUP S.A. The developer set the calculation algorithm upon assessing the tariff plans of the electronic communications providers from Romania and consulting the ANCOM representatives.
The online application will provide the end-users with access to periodically updated information concerning the tariffs charged by operators for the supply of fixed and mobile telephone services, broadband Internet access services as well as packages which include combinations of the services mentioned before. Based on the usage options inputted by end-users, the application will make comparative analyses of the tariff plans available on the Romanian market for these services and will display, for each interrogation, results ranked in order of their price. The display will also show other relevant details on the respective offers, such as contract minimum duration, termination penalties, information on existing promotions etc.
The project “Online application for comparing the communications offers intended for the end-users” was implemented by the Authority under Operation 1 “Supporting the setting-up of e-government solutions” Key Area of Intervention 2 “Developing and increasing the efficiency of electronic public services” Priority Axis 3 “Information Technology and Communications for the private and public sectors” within the Sector Operational Programme “Increase of Economic Competitiveness”, co-financed by the European Regional Development Fund. The value of the non-reimbursable financing granted from public funds amounted to RON 886,198.32.
The online application is implemented in line with the provisions of Decision no. 77/2009 on the obligations of informing the end-users, incumbent on the providers of publicly available electronic communications services, which created the premises for ANCOM to develop and make publicly available an online portal allowing to compare the tariffs and conditions offered by the providers of mobile telephony, fixed telephony and broadband Internet access by means of an online application.
